项目整体概况：荣潍高速已列入山东省人民政府《关于印发山东****网规划纲要(2023—2035年)的通知》(鲁政字〔2023〕204号)列入名称为“荣潍高速”,是山东****部分。S16荣潍高速公路莱阳至潍坊段改扩建工程已取得《山东****厅关于S16荣潍高速公路莱阳至潍坊****行性研究报告审查意见的函》(鲁交规划〔2023)66号〕。项目为省****路改扩建工程。该项目实施对优化国家和山东****局、适应交通量增长、提高公路通行能力和服务水平、促进区域经济社会发展等具有重要意义。该项目建设地点:****，青岛市平度市、莱西市，潍坊市昌邑市、寒亭区、高新区、坊子区，共3个地级市7个县(市、区)。 本次招标涉及青岛市莱西市、平度市、烟台市莱阳市、潍坊****区、坊子区、寒亭区、昌邑市共137公里，总占地面积约****亩，其中既有土地****亩，拟新增用地约3029亩，需拆迁房屋及大棚面积为****平方米（参照工可报告）；本项目土地勘测定界相关服务工作拟分为两个阶段进行，第一阶段为土地征收与组卷报批，第二阶段为供地手续及不动产权证办理。本次招标内容包括两个阶段内的新征土地及既有土地勘测定界、征地咨询服务、永久基本农田补划和用途调整方案编制与论证、航飞及摄影测量、分户测量、房屋及大棚拆迁测量、临时用地复垦方案、供地手续及不动产登记代理等工作。\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t \t\t\t\t\t\t \t\t\t\t\t\t

本项目共设一个合同段，主要内容如下： 1.先行用地土地勘测定界及组卷报批； 2.新征用地土地勘测定界； 3.征地咨询服务，代表用地单位:****、汇总土地组卷基础材料，协调自然资源部门完成组卷报至省****厅,最终上报自然资源部取得征地批复文件； 4.新征用地土地登记代理，协助自然资源部门向建设单位:****，全程负责开展地籍测绘及权属调查并代理建设单位:****，直至发放国有土地不动产权证； 5.既有用地勘测。既有土地界线测绘并还原国有土地使用证的用地界线； 6.土地使用权人用地分户测量； 7.被拆迁房屋及大棚测量，服务于拆迁评估； 8.临时用地复垦方案编制，根据自然资源部和山东****厅的有关文件及最新要求编制用于土地报批的临时用地复垦方案； 9.全线1:1000比例尺DOM正射影像图制作，为项目征迁工作的实施提供基础数据； 10.永久基本农田补划和土地用途方案编制及论证。\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t <\/tbody>\t\t\t\t\t\t
